I think this is most likely to be the Samuel Jones RN on the Prestatyn Memorial because of his birth in North Wales, and details for many relatives living in the St Asaph registration district.
Samuel Jones was born on April 26th 1895 at Llechylchyd, Llangefni, Anglesey. He was the son of George Clinton Jones, and his wife Jane, nee Griffiths.
The 1901 Census for Wales shows the family living at Caegwyn, Trefor, Llangefni. George was 44, and a farmer and employer, born at Amlwch, Anglesey. Jane was 37, born at Bodwrog, Anglesey. The children were Thomas 12, Maggie 10, and Samuel who was 5, they were all born at Bodwrog. The family spoke only Welsh.
In 1911 the family were at Llecheyn Farwy. Apart from the parents the only other family member at home was Samuel, who was now 15 and described as a student and railway clerk. George and Jane spoke only Welsh, while Samuel spoke both Welsh and English. The parents had been married for 23 years, and Jane had given birth to 4 children, of whom 3 were living.
There are details for Samuel on the website “UK Royal Navy Registers of Seamen’s Services 1848-1939” as follows:
His height was 5ft 5 ins and his chest measurement was 37 ins. He enlisted on January 28th 1916 for the duration of hostilities. His hair was brown, his eyes were grey, and his complexion was fair. He had a scar on the right side of his face, and also on his right arm.
He served on Victory 1, a training ship, from January 28th until April 17th 1916. He then served on the Royal Sovereign afterwards.
His character was always described as “Very Good”, and his abilities as “Satisfactory”.
There is an entry for “DD” on October 4th 1918. This is an abbreviation for “Discharged Dead”, and was usually written in red pencil or heavy black ink.
Samuel’s records further show that he died at R.N. Sick Quarters South Queensferry, which was in the West Lothian district of Scotland, and that he died of pneumonia.

Samuel is also commemorated on the Llanerchymedd War Memorial. The inscription reads:
